The second period of the rule of KalbaliKhan1219-1235AH/1804-1820AD,oneof the influential rulersof the Kangarlu dynastyoverNakhjavan,was parallel tothe first wars between Iran and Russia1219-1227AH/1804-1813AD in the Caucasus.In the beginning of these wars,together with the ruler of Yerevan,he cooperated with Russia by adopting the policy of Russi fication,But during thewar of Yerevan1219AH/1804AD,by revising his policy,he turned to the Qajar government.Knowing thenature of his simultaneous cooperation with the aforementioned countries is the issue of the research.Thisquestion is raised,What were the causes of KalbaliKhan,s tendency in the earlydays ofthewarwith theRussians and thenhischange of inclination towards Iran and the continued hesitation in cooperation?This research,with a descriptive-analytical approach,has examined the mentioned issue by relying on the collection of manuscrits of the Kangarlu family,s correspondence,Qajar historical sources,andRussian documents.The findings of theresearch confirm that AghaMohammad Khan,s harsh treatment with Kalbali Khan and her removal from Nakhjavan,s ruleand the headship of Kangarlu clan caused the trend towards Russia.In contrast,FathaliShah,s mild policy,combined with the promise of Nakhjavan,s rule and the headship of the Kangarlu clan and the presence ofhostages fromhis family in the Qajar court,led toKalbaliKhan,s tendencytowards the Iraniangovernment.Of course,this cooperation continued in a unstable state withmutual suspicion.
