Background and Rules of Procedure of “Janāqi” Among the Senior Officials of the Safavid Royal Court

| The common perceived image of the Iranian monarchies in most of the historical studies is still the image of an “Absolute Monarchy”, in which all decisions originated in personal wills of the monarch. Nevertheless, we are facing plenty of evidences in a notable number of historiographies that approve the existence of consultancies and advisory councils or even some established rules of procedure for consultation among senior officials and the monarch. These facts illustrate a different image of the decision-making process at the courts of the Iranian dynasties throughout the history. An obvious example of such advisory councils is “Majma-e Omaray-e Jānaqi” in Safavid era, with regard to which there was a special protocol for convening and consultation. This research is firstly aimed at reviewing the background of the tradition of “Jānaqi” (Consultation) in Safavid era and then illustrating a clearer image of the rules and procedure of the respective council for Jānaqi by means of describing its structure and scope of work on the basis of the information and references obtained from the existing rulebooks of the Safavid royal court. |
